Technique: equivocation (upgrading a term to imply more authority)
Moss Adams performed a consulting-standards financial and management evaluation, not an audit. It ran in 2021, midway through the capital program, so it could not have covered spending through 2025 as the site's framing implies. Reporting at the time also noted that the firm found no evidence of fraud, a finding the site omits entirely. The irony of the mislabel: the evaluation's own Observation 3 found the district had never commissioned the actual annual audit its bond language required — see The 2021 Recommendations.
Two fairness notes on scope. First, the terminology point does not blunt the substance: the same evaluation substantiates the site's central overrun figures (see "89% over budget"). Second, the 2021 timing cuts both ways — it means the evaluation couldn't cover the program's final years, and when we joined the district's published final costs to the same baselines, the mid-program pattern had held through the end (see What the Program Finally Cost).
